Comparison of Hospital Efficiency and Performance Indices before and after the Implementation of Public-Private Partnership Model: A Case Study

Background and Objectives: Public– Private Partnership can increase the hospital efficiency as the main goal of a good management in healthcare. Hospital efficiency in utilizing resources can be measured through specific indices and analysis of data, after which we can expect to improve productivity in the system. Analysis of performance indices can be useful to achieve to the important goals of policy making, planning and resource management. In this study, the efficiency and performance indices of a teaching hospital were compared before and after the implementation of the Public- Private Partnership model. Methods: The present study was a descriptive cross-sectional study performed between 2004 and 2012 in a teaching hospital as a public partner close to a private hospital as a private partner. Efficiency indices applied in this study were Per capita performance of surgery to the surgeons, the Per capita performance of radiology to the radiologists, etc. Performance indices were the average hospitalization, the percent of death after 24 hours, etc. The required data were collected from medical records’ office of the hospitals. Results: It was shown that the performance and efficiency indices were increasing during these years, i.e.  Per capita performance of radiology to the radiologists and satisfaction of patients and their relatives because of effective redefining of the hospital process and services for the patients during the model implementation. Conclusion: As a conclusion, it seems that systematic application of some scientific model of partnership, especially the one we examined, will improve hospitals’ efficiency.
